The Concept, about to be presented, got started in 1985, when I was living in Stockholm, & had a brief Correspondence with the former Chancellor of Austria, Dr. Bruno Kreisky to get his Take on it.
His Response was to tell me that in the next Month he would be the Keynote Speaker at an OSCE Convention at the Swedish Foreign Ministry, & we could talk about it there.
So, I turn up, tell Security at the Door that “I’m with Dr. Kreisky”, & go in with no Problem.
For the next 90 Minutes, at an Alcove, in a Hallway of the Utrikesministerium, the Subject of Discussion for the most Part, was the Application of the Articles of the “Austrian State Treaty of 1955, in which Kreisky had played no small Part, to the “Warsaw Pact Nations of Central Europe”.
During this Time, as a keen Student of the Austrian School of Diplomacy…”Wenzel Kaunitz” with his “Reversal of Alliances of 1756″…”Klemens Metternich”, with his “Congress of Vienna of 1815-6, & Formulas on the “German & European Equilibria”, & Kreisky’s own Construction of UN City in Vienna, making the Austrian Capital an official UNHQ…with no particular Attention being made to make an “Impression”…I asked him, by the Way, why he had not picked some young Austrian to be his Successor.
His Response (& I did not know whether he was being excessively polite, or just pulling my Leg) was to say that if he knew of any Austrian as savvy as I was, he would have done so.
Before we broke up, he told me that he would be giving a Keynote Speech at the Convention, in a Room, just down the Hall, pointing to a Pair of tall oaken Doors, at “3” that Afternoon, & invited me to drop by.
I told him I wouldn’t miss it for Anything, but as I was teaching a Class that only ended at “3”, I was going to have to be 10 Minutes late.
As good as my Word, I turn up at 3:10, go to the Double-Doors, but not wishing to barge in an ongoing Proceeding…put my Ear to the Door…but there was no Sound.
Something was wrong.
I went down the hall to the Alcove where we had been sitting…but there was no Mistake…Those were the Double-Doors Kreisky had pointed to.
I went back to the Doors & listened again…still no Sound
Cracking open a Door I suddenly found a couple Hundred pairs of Eyes staring my Direction…while at Podium, standing in Silence for I don’t know how long, was Kreisky, who declared “Well, well…Herr Yuhas has arrived, I believe we can start now .”
Having told Kreisky that he was the “Heir to Kaunitz & Metternich, I consider Myself, Modesty aside, as “Heir to Bruno Kreisky”.
Unlike the ethnic Czech, “Wenzel Kaunitz” (“Wenzel” is “Vaclav”), the “Rhinelander”, Metternich, & the “ethnic Jew” from neighboring Moravia, Kreisky… while being an “American” born & raised, would not, in Itself, keep me from following in the grand Tradition of “Kaunitz”, “Metternich” & “Kreisky”…there is no Way I could spend the Rest of my Life as Anything but an “American”.
Thus, my Plan since that Time, has been to find an Austrian Replacement for Myself, to whom I could be an “Adviser”…&, until only recently, thought I had found my Candidate in former Austrian Foreign Minister, “Dr. Karin Kneissl”…
This seemed to be going very-well until President VV Putin, who speaks fluent German & has All the Social Graces, was a Guest at her Wedding… danced with the Bride, & was given a Curtsey in Return.
From then on, it would appear, Kneissl was no longer, “sufficiently Anti-Russian enough” even to be allowed to remain in Austria…so, perhaps to save her Life she relocated to Lebanon, where as a Speaker of Arabic (along with several Languages), she could find Herself amongst Friends.

The Difference between the Articles of the Austrian State Treaty of 1985, is that, back then, they applied to the central European States of the “Warsaw Pact” while today they would apply to the Eastern States of NATO.
The Articles of the “Staatsvertrag of 1955”, by Contrast, have never been timelier
From its Inception in 1823 to 2023 the State of “Germany-Berlin” has been a “European Nightmare”.
Making the Capital of Prussia, whose natural eastern Border, literally, “Borussia” is the Western Border of Russia… as described in the German National Anthem as “to the “River Memel”…Prussia, on its Own, leaves no Room for a “Polish State” or even a “Polish Nation”.
While by Itself, a Prussia whose western Border be the “River Elbe”…which is what it is historically, this would be of no great Concern to the Poles who would outnumber the Prussians.
In 1823, however, when the Prussian Capital, Berlin became the Capital of all Germans going back as far West as the Border with France, a Force known locally as the “Drang nach Osten was created that implied the Elimination of Poland altogether, resulting in the Molotov-Ribbentrop Treaty of 1939, which accomplished just That…with the eastern Border of Germany, once again, becoming “BoRussia”.
To stop this from happening again Germany-Berlin has existed from 1945 until today under US Occupation…with a so-called “Constitution” that is nothing more than the German Translation of the English Language “Basic Law” of an occupied State.
In the Meantime, however, the Cost of maintaining this Occupation, which my United States, with its unpayable “Farm Debt”, “Student-Loan Debt”, “Credit-Card Debt” totaling in the “Trillions”…while it has been doing Nothing to neutralize a revived “Drang nach Osten”…the eastward March of NATO & the War in Ukraine.
As Luck would have it, a Move by the German Government to outlaw Federal Germany’s 2nd largest Party, the “AfD”, or “Alternative for Germany” puts Hungary & Poland in a Position to end the 2 Century Nightmare of “Germany-Berlin” with its “Drang nach Osten” once & for All.
Very simply, Hungary & Poland should encourage Federal Germany to outlaw the “AfD”…but do so in a Way that would not include a Backlash.
As the AfD effectively is the Voice of “Germany East of the Elbe”…(known to de Gaulle as “Prussia”), the Expulsion of the AfD should include the Territory that makes the Party the “2nd Biggest in Germany”, namely the Territory of the former GDR, this Time to include West Berlin.
The Name of this resurrected State should be “The Republic of Brandenburg-Potsdam”, & it should be inaugurated under the Articles of the Austrian State Treaty of 1955…”no Participation in Military Alliances…no Possession of chemical, biological or Nuclear Weapons”…very simple…the Flag of this Republic would be the historic , red & white Flag of Brandenburg.
For Poland this would be a “New Lease on Life”
For Hungary it would be a way of honoring the late Hungarian Prime Minister, Imre Nagy, who was tortured, hanged, buried Face down with his Hands tied behind his Back with barbed Wire… all for the “Crime” of wishing for Hungary in 1956, the same Status accorded to Austria with the Staatsvertrag of 1955.
Federal Germany would go back to being (without West Berlin this Time), the peaceable Bonn Republic.
